Back in my days (a whole year ago) working as a clerk for the Scottish Ambulance Service, I was on £5.50/hr - so, £10k/year? - and that was in Edinburgh. Granted we were temps, and permanent staff probably got a bit more (they certainly paid the agency a good bit more), and I have no idea what cleaners get - but it couldn't be much less without getting into interesting minimum-wage problems.
