The only adequate reason that I can think of for the officers not arresting that man is that they thought he was too drunk and as such would be too great a health risk to be brought to a police station. I know... it sounds stupid but it does happen. However, I would imagine that it's more likely to be a combination of laziness and the end of shift approaching.
