Surely bbx is right. You should have been pay protected from October 2004 anyway. So you have been entitled to £22500 throughout, and there is no "overpayment" at all.
If you weren't entitled to pay protection in October 2004, you're not entitled to it now. If you're entitled to it now, you haven't been overpaid. Or is there something I'm missing?
