The way I see it is this - if a 'client' is in a nursing home then the Social Services can cross them off their list of people who need a place. Hospitals can be as bad, for long term patients (the rather unflattering 'bed-blockers') there is often a big push to get the patient back in the community.
There are a shortage of beds, so the purchasers are happy to buy beds off any supplier.
