They shut the A406 N. Circular, the M11, and the Blackwall Tunnel. I know this because I was trying to drive up to York from Charlton - it took me two hours to get about 1 mile north of Blackwall, and then I gave up, turned around and went home. It was the worst traffic I've ever seen. I suspect that this was the cause of your troubles - multiple serious pile-ups on the main arterial routes.
