Sytems and processes are there to be circumnavigated, I often think this is a sign of someone doing a good job and it sounds like these ladies would benefit from an OT assessment and maybe a limited care package. While true that social services are overstretched, they do have to respond to a referal, and this is all much cheaper than placing someone in a care home so have some confidence that your actions will be rewarded by a response!
