Its not just that over here in the UK its also the culture thats grown up recently, maybe longer hours and staggered closing would work if it was not so much easier to get an alcohol license and premises where not doing all you can drink offers. I believe that premises no longer have to demonstrate a 'need' for a license anymore, which is one of the Police's big problems with the new licensing culture coming in.
You can walk town some town centers where its more like Ibiza than England, every place a bar/cafe with special offers. If you really need a drink at 4am then put some bottles in the fridge until some sense is brought back to the allocation of license and the binge drinking culture is addressed.
