Your intention for learning another language was to help the ethnic minorities. They are more likely to be re-assured by someone who speaks their own language than someone who speaks in a foreign tongue which they may not understand. From my view Bob's attitude would prevent you from assisting the ethnic minorities which surely would make him a racsist.
