The impression I got was that the fire service were saying they shouldn't be dispached to emergencies where a fire engine isn't needed, e.g. a heart attack. They're basically saying that instead there should be more ambulances - which is fair enough.
I'm sure that if they were at a fire/car accident and someone needed first aid they'd do all they could until the ambulance turned up.
