This strikes me as a horrid idea. This is relying on the dispatcher and/or the patient to correctly diagnose the situation ["correctly" never happens]. Where I work in the states, we respond to everything Emergent simply because you never know precisely what's going on at the other end of the phone. We do also have First Responders that also will respond to a call, but they do not by any means replace us.
I imagine this completely throws the "Golden Hour" idea out the window.
