Not sure what the answer if but one thing's for sure, poverty creates domestic abuse, wealth creates domestic abuse, probably everything other than living in one-person cells night and day creates domestic abuse. People tend to be complete bastards given half a chance, and our biggest mistake is to think we can hand over to "authority" - also people, also complete bastards, only this time with a mandate and unimpeachable authority to shut us up and beat us down - and expect them to do better. I like the NZ example, the victims are almost always the last to complain.
