VTEMT, you don't have to be a British citizen to live in the UK. As a member of the European Union, all European citizens have the right to live and work wherever they choose.
That said, I don't know what people have to do to attain British citizenship... I'm not sure that you can just apply for it without a good reason.
Additionally, people are also here as asylum seekers.
