I'd say plenty of people would if they'd left to work in a better one. If it was the first care home they'd worked in, they might not know what a good one was like. Obviously if they witnessed abusive behaviour they should be suspicious, but if it was 'just' neglect - for example not washing the residents as often as they should - they may well think it was normal.
