I can see why someone would get annoyed with an ambulance parked in the road. I cannot see how some could stay annoyed long enough - in the face of such compelling arguments against them - to lodge a formal complaint.
I think the same thing pretty much applies to parking in an ambulance bay (although that guy sounds like a right 'pillock').
