It is quite hard to believe that some people can be so moronic. Have you seen the BBC article today? According to information they have received, ambulance call out rates have soared - up 20% apparently in some areas. Apparently this is on top of a 6% rise (nationwide I guess) last year. Unfair that you guys have to work 20% plus harder, get a below inflation pay rise and then have to put up with morons in stupid cars. You should be able to seize peoples assets if they obstruct you doing your job - like the police can with criminals.
