The car would have been in your way, so I'd argue it fell perfectly under that nice new legislation. You were hampered in your efforts to aid that child... (talking more about the fitting kid here)
On a side-note, has anybody been prosecuted under the Emergency Workers (Obstruction) Act 2006 yet? I haven't heard anything, and I imagine it'll make the news when it does...
