I don't know, I suppose it makes a bit of a difference that they were chasing her and rolling down the stairs with her and struggling with her because she *had* committed a criminal offence, rather than because they just felt like beating someone up, or because they simply hoped she was the one they were after. I haven't seen the footage and I'm no kind of professional, so I can't say whether she was beaten or not, whether the force used was reasonable or not, but if she WAS beaten, if the officer was losing his rag, that's not on, criminal offence or otherwise. I'm kind of bothered by the attempt to use a medical condition as a "get out of jail free" card after getting pissed and into a fight with various people including police officers.
