If she hadn't been vandalising the car in the first place none of this would ever have happened................ IMO she's only got herself to blame and by kicking off she only made things worse for herself. The policeman may have used excessive force but as has been pointed out above "reasonable force was not working", perhaps this is a good case to start the campaign for Police to be armed with non-lethal weapons (TASER etc.) as I'm sure this would have had her under control in a Jiffy.
