IPST is a term that was used in a derogatory manner against people who give their work away (like those of us who use a Creative Commons license). Warren Ellis is another blogger whose blog post directed me to the site I link to. 'Crunchy' is a slang term for 'something with substance'.
Que is something French - I think.
So a translation would be,
"Those of us who give our work away for free are celebrating this by putting links to our work on this Livejournal group. Thank you to Mr Ellis who drew it to my attention".
