Quite, I feel we ought to have the kit and be trained to spot when it is and when it isn't safe to use.
Risk assesments on lifeboats have to be very dynamic and of course the risk can rarely be entirely erradicated.....I guess that is the nature of the beast....we go out when others are coming home.
