Isn't the Department of Justice actually a Ministry? For some reason, if you take a Department (of Constitutional Affairs) and a (National Offender Management) Service, it turns out what you're left with is a Ministry.
Personally, I think they called it the Ministry of Justice because it sounds like something from a George Orwell novel and they want to make us all scared of them...
