Lies, damned lies and statistics. In our spreadsheet driven working culture that is all that counts. However, what is counted is not always in the results. A mirror is held up to life and all the bits that don't fit are cut off.
Modern Managers are taught the art of concocting these reports so as not to annoy their political masters. Such are the joys of working in the public sector.
