I agree that legal fears should not always determine medical practice, but this situation to me seems to be about a cost benefit ratio. That is, we know the risks can be serious about not putting a C-Collar on an injured patient. Are those risks greater than putting a C-collar on a non-injured patient? I'm not an EMT, so I'll let others sort that one out.
