What a bloody good idea - would deffo cut down on the wasters we deal with on a daily basis. Personally, I'd have it free for the elderly, but charge anyone who's stupidity causes them illness or injury. You want to go train-surfing or playing chicken with the traffic, YOU PAY for the amb.
