Sometimes the hospital just has a culture of not taking ambulance handovers until they have been waiting for twenty minutes in any case.
I would hope and trust that this practice is confined to the walking wounded - I would hate to think that someone in acute need isn't left waiting for 1/3 hour on principle?!
