A partial technical fix to the harassment issue might be to have vidcams in the vehicles -- or on the responder? -- so there's a record of what was done (at least within view of the camera). Then if there's no complaint within some time frame, the record could be overwritten with newer ones. Not being in the business myself, I have no idea whether that would be practical or useful.
