My understanding is that, consistent with other ways that this government work out to spend all the extra tax that they instinctively rob us of, if a trust proves that they can manage within their budget they get given more funds, whereas if they can't come up with the goods within their existing budget they get less! This should polarise the funding into the hands of trusts that can make best use of it; we will see.
