To be honest, I don't really have much to add to your assessment of the situation - the nurse in question was being a dick and there's no excuse for accusing the police officer to his face of lying - especially in front of the patient and an EMT. It sounds like he just wanted an excuse not to have to admit him, but I suspect you probably knew that anyway. You're quite right to report the incident.
