Knowing my elderly rellies, yes, many still remember the doctor being unaffordable.
The answer isn't to make us like rats squabbling over a shrinking number of resources, it's to accept that humans make errors, and an inevitable minority are just plain tossers at times, and have enough ambulances and crews to cater for that.
Multiple redundancy works in the brain, because it's a pro-survival characteristic, ditto with ambulances and healthcare IMO.
But any system that doesn't allow for the possibility of wilful or accidental error is always going to be at breaking point.
