Surely that should be down to the patient's needs though? I mean, a broken toe arriving in an ambulance shouldn't get faster care than someone with a heart attack who got driven in by their spouse, but on the other hand they don't deserve to get lost in the system, which is what I'm (perhaps wrongly) reading is a worst-case scenario for the new system.
