that first caller is a numpty. first and foremost its a job, yes, saving lives, but still a job, and unless you're someone in a risk taking profession, risks are not part of the job.
Yes, in an ideal world you'd rush in and be the hero, in the real world, you could end up dead.
The ambulance woman was right, those two police community officers were right, u don't take risks, u get proper backup, you're not paid to die, or paid enough to take risks.
