I have heard of one way of dealing with some time wasters. Apparently you take them to a hospital a long way from their home and then they have to make their own way back. Costly but satisfying I should imagine. As usual , these sort of people will end up ruining the services for everyone else. I hope you can find something to do that makes you happy.
