Another thing to take into account is how late women in England often get their anomoly scans. I will be 22 1/2 weeks before I get mine, and as I am under 35, I don't get a nuchal scan. I could, in theory, find out at 22 1/2 weeks pregnant that the baby I am carrying hs a horrible genetic illness, or a serious neural tube defect that would cause it to live only hours, and in serious pain.
If they could een consider lowering the limit, then women must get the information needed much earlier in their pregnancy. Though, as I understand, 20 weeks is the earliest for alot of the tests.
