It's just the latest way the press have found of demonising the "out-group" so they can say "golly, aren't the poor people / ethnic minorities / teenagers / foreigners getting out of control" etc and ignore the real problems, such as social exclusion and poverty.
Do people really blindly believe this stuff or are you just getting old?
