Don't worry about the staffing, they can soon fix that! (The DWP did when I worked there). They can just keep reassessing the number of staff needed downward so they meet the targets. Fully staffed = 20 people, you only have 15? Simple, just reassess so that the new staffing level for the department is 15. Target met, congratulations, you're now fully staffed! It's because new technology, new initiatives and 'working smarter' enables more work to be done by fewer people, apparently. It's simple really, doncha know. (If you are management).
