I don't know how things work on your side of the pond (which is why I read here and other places that inform me!) - but here we have only the one emergency number to call - 911. That number dispatches police, fire, ambulance - and occasionally other "emergency" services. Since I didn't hear the actual call, is it possible these folks thought that instead of an ambulance, they might get some emergency animal welfare folks instead?
