I think part of the problem is that the general understanding of 'the man in the street' as it were is that when you call an ambulance it will be crewed by paramedics...
The fact you can get EMTs confuses people, especially as 'Technician' doesn't adequately convey the amount of training involved (most people would think of a technician as someone who comes out to repair their washing machine or whatever) - so when they hear that there wasn't a paramedic there, instead 'just' a technician, they immediately assume that's the cause of any problems...
