Thus speaks someone that doesn't know the way the system works. It doesn't matter if you know its flawed. It doesn't matter if everyone you are working with know its flawed. If it requires a change to the specification then that will cause delays, increased costs, budget reviews etc. The chance of that happening is almost nil.
