They did indeed have ID cards during the war - so did Germany. How do you think they knew who was Jewish or not?
A physical card isn't too much of a worry, but tying it into a gigantic national database is a recipe for disaster, especially if you rely on biometrics. If someone steals your biometric data it's not like you can change it - not without introducing your fingers to some acid.
