Just checked it out on the HPC website. It states he was on a 6-6 shift which would mean his stand down window would be between 10 and 2 so at 12:14 he wouldn't have been at liberty to refuse as he was't actually on his stand down. If it was at 2:15 that would have been different. Could count the amount of times in the last month on one hand that ive had a stand down inside my 4 hour window...
