I think the answer to this problem is to attend the patient, assess them, and then refer them to the appropriate health care provider (including Boots the Chemist if that's all that's needed). This then sadly brings about another problem, namely how do you give ambulance staff the confidence to do this?
I'd love to hear Tom's opinion on that.
