It all boils down to laziness. Why make the effort to take care of yourself when the NHS will do it for you, and for free? People expect an ambulance to turn up for a runny nose purely because they pay their taxes and it's their "right" - it's time to either educate the public on what an actual medical emergency is, or else charge them for wasting time and resources.
