Hmmm, remind me, wasn't Victoria Climbie well known to all the services, and still slipped through? How much easier will it be to lose a genuinely At Risk child when every child who is clumsy and attends A&E once too often, every child with "special needs" and every child whose parents don't measure up to a pre-concieved "normal" is flagged up?
