Re. Athens (I'm a librarian and a sometime Athens administrator) rightly or wrongly, the onus is on the individual to seek out a login for themselves. They're available to all NHS staff who ask for one. I know it's difficult because paramedics generally don't find themselves in or near hospital libraries. We hand them out to every member of (hospital) Trust staff who registers with the library. The idea of someone being responsible for setting up and distributing Athens accounts to ambulance trust staff is a bit of a pipe dream, unfortunately.
