So... the LAS can afford overtime pay (and extra vehicles?) but not for life-threatening situations?
That sounds as if my boss had asked me to come in and work overtime, but told me that I wasn't allowed to do any of the time-critical, central to the business stuff we're struggling to keep abreast of - the overtime is only for cleaning the office kitchen and sorting out the recycling.
