I can see the rational behind having the Amber Ambulances and I can also see the frustration around the target culture. However, how could it be done differently or smarter? How could the system be managed to ensure that those who need the care the quickest get it? There has to be some kind of target otherwise how does a service get measured and how do people know what to expect? The publics' expectation has to be managed somehow. Or am I missing something?? :-) The idea of upgrading an amber call after a certain length of time strikes me as a good one... Unless you know the proportion of calls in the Green, Amber, red categories, it's hard to take a view as to how to management them in the most resource effective way.
