NZ had a similar piece of legislation proposed which got shouted down - at least temporarily. Check out http://creativefreedom.org.nz/ for some of teh actions taken to make the point. And, yes, i agree with Charlie Stross, it is the small businesses that will suffer including software houses, game writers as well as artists.
