The most ridiculous part is the way the social do-gooders believe the way to handle drunken behaviour is to organise events such as bike rides to awareness or highlight the problem. These binge drinkers are fully aware already, they just ignore it. Making them pay for their treatment is not a complete solution, but one many would like to see implemented.
