Where does the communication break down for your service? Seems like so much waste because of terminology miscommunication. I understand inflating the seriousness in order to get a faster response, but who is doing this? The dispatcher, the bystander calling in the EMT, other? Seems like if the EMT servcie could prioritize calls better, you would not be so overworked and undermanned.
