haha yes... once I was providing first aid cover to an event in a university building. We needed an ambulance (but for a non-life threatening condition) and in line with the rules we sent someone to the building's reception to summon one. The guy working there was obviously new night-staff with a fairly basic grasp of English...when we told him we needed to call an ambulance he rooted around for a yellow pages to find the phone number.
He was rather startled when we took the phone off him and made the call ourselves.
